I am sure you could retofit brakes.  Mine came with Atwood hydraulic surge brakes.  Mine us just as low...I am thinking that they designed it this way for clearance in standard garages.

No braking system  but i did   replaced  the leaf springs  the original ones seemed worn out .The trailer was really low, Then i had to cut the frame  and weld it to a  C    to make it  work the axle was hitting the frame  it was the usual can of worms . Can i add a braking system?
