Green with an orange trace? Is greenthe primary color? Whats the color of the other small wire on the other terminal? Ground your test light to chassis and test this other wire for 12 volts when the ignition switch is turned to start position.

Found a schematic for a 76. It says the dark green wire with the white tracer found on the starter relay is grounded by the neutral safety switch. Does that look familiar to your wiring?

The neutral ignition switch has three wires which two do i hook together to bypass switch

probably time to look at the ignition switch. pull the engine cover and disconnect the battery. see if the ignition switch will pull from the dash and give you access to the back with atest light without the danger of shorting out. a big red or blk wire will power in to the switch. several more will hot up when the switch is turned on. but when you go to start position..only on more post will go hot. thats the one to the start relay. if you cant access the switch in this fashion..then you have to pull the switch and ohm it out. inspect the plug too at this time. i forgot the "neutral safety" switch as well. this allows power to pass through from the switch to the relay when inpark or neutral. located ithe steering columnj area generally.
