Any way you look at it, California WILL tax you for anything and everything.

I have seen where the DMV has the wrong information. I had that issue with my motorhome. They gave me a piece of paper for a police officer to fill out. I had to locate the correct numbers or information, then call the police to come out and look at it and then they filled out the paper and I took it back to the DMV. As for the $600, they seen you coming. If you have already paid that, well then the pain is over. Rich is correct on what he said also

It could be that your trailer was manufactured late in 1969 for the 1970 model year and titled as a 1969. as for the cost to registering it I can't tell you a good reason they would back charge other than greed and the only way to combat that is with your vote. I sympathize with your situation  but really it's a political conundrum that can't be fixed easily. I wish you good luck; if you do end up forking over the $600.00 dollars I will tell you that the fun and quality time you can have is well worth the investment.
