I am retired do some handyman work my wife is still working part-time. We bought a 1990 Winnabego Chiefton 35ft. While in shop I asked about the braking system,was told it was inadequate from the beginning ,what advice does anyone out there have for me?

Welcome to the site.  There has long been a debate whether the brakes on a semi are truly adequate - the short answer is "not really"... same with RV's... You're supposed to avoid panic stop situations and supplement brakes with downshifts/jack brakes, etc (engine braking) for additional support.

Panic stopping 16-20 thousand pounds or more is indeed a panic stop... But to the point of inherent safety - the PO just went 103k.  The truth is you plan trips and timings with a little more focus than with a family car.  If it truly was that life threatening - some one would have lobbied to have them removed from the roads by now... but it does require a rig that is properly maintained and a competent, alert driver - then "It's All Good"...
