Good morning, Bill Downing;
As Pat Daly and Eddie Hicks have said, yes, it probably can be done, but it will take some effort and time. If you can identify the manufacturer, and they are still around, and their model designation, along with the VIN or trailer serial number, you might be able to find their current address and contact them explaining what happened, and ask if they can provide a replacement Manufacturer's Statement of Origin. They might like to have photographs of the trailer and the place where the VIN is stamped, or the VIN plate is mounted. With that document, and something in the way of a recognizable bill-of-sale, you should be able to get a regular title through just about any state DMV or Department of Licensing. The manufacturer might also be able to tell you what dealer they sold it to, and if you can find the dealer, they might be able to provide supporting information about who the trailer was sold to originally. The dealer also might be able to help with getting another or replacement Manufacturer's Statement of Origin. Part of the process may involve getting a Trip Permit to allow you to tow the trailer to a state designated agency or inspection station to have one of their people confirm the VIN or serial number for the trailer.
As mentioned by Pat and Eddie, the DMV people should be able to tell you what process to follow and what documents may be required to get the trailer registered under these circumstances. It may be a multiple step affair, and there probably will be some fees and charges along the way, but it can be done. What I have described above is probably the easiest for the DMV people, but there are other ways that it can be done. Each state does have some process for dealing with a "Lost Title" situation which is similar to this one, and may be considered applicable.
Nice to know that yet another Good Old RV is being resurrected and put back to use.

Being in New York,, they are sticklers with titles. You will need to go down to your local DMV office, (best call to make an appt). Explain the situation that the trailer was parked from day one and never registered.
(you might have to pay back taxes and fee's). If you have a Bill of sale, you will have to show that.(make a couple copies for your records). You might have to have Auto theft task force RUN, the V.I.N. numbers for verification that its not stolen. You will more then likely have to have a weigh slip, to verify its weight catagory. You might have to have it inspected. The DMV hopefully will guide you through the process easily and quite possibly you mite have to get a Bonded title.(Bonding firms charge a fee to submit the title work and hold it for 2 years) and make sure no one can take the trailer from you later down the road. It secures your ownership. But remember,,, while at DMV, be polite and kill em with kindness.
Good morning, Lakota Wolf;
I just noticed that the date of the original posting was in 2010. It might be interesting to see if someone can contact Bill Downing to ask if he was able to get a title and registration for the trailer after all of this time has passed.
And, I also thought that you were in Southern California. I need to make some necessary changes in my memory associations.
Enjoy;
