Sometimes ya just need a bigger hammer lol   Take the wheel off and try tapping around the brake drum  sometimes you have to make  some good firm hits.  it should break the shoes loose.  I have broken some loose without removing the wheel by tapping around from the inside . Which I would try first. Then start it up and just kinda rock it back and forth. Unless it is really stubborn it should free itself.  I have had that situation many times  on vehicles over the years.

Used the biggest hammer we could find!  Even took the wheel off and sprayed WD40. Appears the caliper is frozen.  Don't know how to disassemble to clean inside.  ANY ideas??
